Question about Post-JET health insurance

This question goes out to any former-JETs who are back in America. More specifically, this is for anyone who has a pre-existing condition that requires health insurance coverage. When you returned to America, and tried to get health insurance, what sort of proof, if any, did you need to provide to show you had insurance in Japan?

I'm diabetic, and got my Japanese insurance through my wife's Board of Education. We are now back in America, and now I am trying to get insurance here. However, because diabetes is a pre-existing condition, I need proof that I had insurance in Japan. Without that proof, I have to wait six months from the time I start my new coverage until I can actually receive treatment for diabetes. Someone at my wife's former Board of Education went to the National Insurance Office to receive proof that I was covered. Unfortunately, they say that there is no form proving my insurance. The Board of Education now wants us to provide them with something asking for proof of insurance.

Has anyone run into this sort of problem upon returning to America and trying to get insurance? If so, can you please give me some advice?
